libvorbis-dev software package provides The Vorbis General Audio Compression Codec (development files), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libvorbis-dev
libvorbis-dev is installed in your system.
Make ensure the libvorbis-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libvorbis-dev *
You will get with libvorbis-dev package name, version, architecture and description in a table
